Institute of Urban Culture - City of Weaves
The City Council of Bielsko-Biała has established a new city institution that will help the city in its efforts to win the title of European Capital of Culture in 2029.
On December 21, during the 16th session, the City Council adopted a resolution on the establishment of a local government cultural institution called the Institute of Urban Culture - City of Splotów. The mission of the new institution will be not only to organize artistic events, but also to initiate innovative projects supporting social and economic development. The headquarters of the new institution will be Punkt 11 at 11 Listopada 24 Street.
The justification for the resolution reads: The establishment of a local government cultural institution - which will, in particular, initiate and implement new cultural products necessary for the sustainable development of the city by creating a network of inter-sectoral cooperation and establish cooperation with foreign entities in the field of city development through culture - is an integral part of the city's application. After the resolution becomes final, the subject of the City of Splotów's activities will be - undertaking new initiatives in the field of culture necessary for the sustainable development of the city by creating a network of cooperation with business, social policy, scientific, pro-ecological and sports communities; creating partnerships in the field of culture; organizing, coordinating and promoting cultural events using creative industries and entities operating in the field of modern technologies, and initiating research programs in the field of culture.
The scope of activity of the City of Splotów includes conducting cultural activities, in particular by: organizing and coordinating cultural events; implementing various forms of cultural education; production of own artistic programs for their dissemination and sale; activities for the development of street art and land art; dissemination of film art and audiovisual projects; activities to preserve and develop crafts; initiating and participating in research programs in the field of culture and cooperation with scientific and research units; creating and participating in cultural cooperation networks; participation and support in creating partnerships in the sphere of culture, with particular emphasis on other cultural institutions organized by the city; cooperation with other entities operating in the sphere of culture, with particular emphasis on creative industries and entities operating in the sphere of modern technologies; strengthening inter-sectoral activities, primarily combining culture with business, science, ecology, sport and social policy;
strengthening activities involving economic entities in the implementation and co-financing of cultural projects implemented in the city; prototyping, supporting the development and implementation of new cultural products necessary to achieve social and economic goals important for the development of the city and improving the competences of its inhabitants in order to make them independent; production, distribution and sale of products promoting the activities of the City of Weaves.
To implement this wide range of activities, Miasto Splotów will organize panels, debates, symposia, conferences and study trips; conduct workshops and training; coordinate cultural events in the city carried out by other entities; carry out various educational projects, in particular aimed at obtaining appropriate attitudes of residents in the field of tolerance, design and shaping of public space, ecology, environmental protection and sustainable development; produce audiovisual and musical productions; conduct publishing activities; conduct fundraising activities; conduct activities activating and supporting creators, animators and other people working in the field of culture; promote the cultural and tourist offer in the city and carry out activities in the field of monitoring and evaluation of cultural projects implemented by other entities in the city.
Miasto Splotów may conduct business activities aimed at obtaining funds for its activities. The institution will be managed by a director appointed by the mayor of the city. The program council may be an advisory and opinion-giving body for the director of the new institution.
The sources of financing for the City of Splotów were specified in the resolution of the Council of Ministers - budget subsidies, income from business activities, funds obtained from natural and legal persons, income from rent and lease and other sources.
